There is often uncertainty about how to start capacity building initiatives with partner organisations. To over come this uncertainty, Sustineo has developed a method called the Participatory Organisational Capacity Assessment (POCA). The POCA uses a set of participatory tools to gather information directly from primary stakeholders about the core domains of organisational capacity:
DOING – the organisation’s ability to carry out its main activities
MANAGING – the organisation’s ability to administer and manage the resources needed for these activities
RELATING – the ability of the organisation to establish and maintain the connections and relationships needed to carry out their work, and
CHANGING – the ability of the organisation to cope with and adapt to changes in the context.
The POCA is best used in a workshop setting over the course of a day and is designed to reveal the organisation’s understanding of what they are doing well and where they can improve. This is a useful first step in creating the foundations for a capacity building or monitoring framework initiative.
