The challenge
In the heart of the Pacific, the Land Resources Division (LRD) of The Pacific Community (SPC) stands as a lighthouse of research and innovation. Picture this: a team of dedicated experts, each with their unique skills, working to transform the agriculture, forestry, and land use sectors across the Pacific Region. Their mission? To support member countries in achieving sustainable development.
Strategic planning for LRD is no ordinary task. Imagine a thrilling high-wire act, where success hinges on balancing a myriad of priorities, seizing opportunities, and daring to take a few calculated risks. In developing the new Business Plan, the Division had the challenge to align country-level priorities with regional strategies, ensuring that every step they take is in harmony with the broader vision for the Pacific. The business plan must be a roadmap that allows them to harness their expertise, meet the demands of today, mobilise resources efficiently, and anticipate the needs of tomorrow.
Our approach
The journey of helping LRD craft their Business Plan was an adventure navigated with a blend of techniques to ensure a comprehensive and insightful outcome. Along the way, we were deeply committed to co-design, participatory methods, and thorough validation through consultations.
To review their previous business plan, we embarked on an extensive document review, complemented by surveys and key informant interviews. These insights were synthesised and used as the raw materials to identify shifts and opportunities for transformation that we wanted to weave into the new business plan.
When it came to crafting the new plan, we rolled up our sleeves and dove into a participatory design workshop. This collaborative effort allowed us to discuss, refine, and build consensus on priorities, leveraging current strengths and future aspirations. We even danced to Pacific rhythms to clear our heads and spark creativity!
The collaboration did not stop there. We continued working together through online validations and a final validation with member countries, refining ideas and adding detail at every iteration. This iterative process ensured that the plan was robust, well-supported, and ready to guide LRD's efforts in driving sustainable development and building resilience across the Pacific Region.
Outcome
We successfully crafted a comprehensive and forward-looking business plan for LRD, transforming it into a roadmap for the future. By engaging stakeholders at every step, we fostered a sense of ownership and commitment, ensuring the plan is both practical and visionary. This inclusive process strengthened the alignment between the Division's work and SPC’s strategic planning priorities and processes.
One of the key findings was the critical importance of integrating strategic foresight into the planning process. This approach allowed us to anticipate future trends and challenges, ensuring the business plan can adapt to evolving needs and guide future investments in the region. By involving stakeholders in the co-design process, we built consensus, leveraged diverse perspectives, and created a plan that aligns with the Vision crafted by Pacific Leaders. This plan not only speaks to the ways of working for SPC but also embodies the collective aspirations of the Pacific community.
Through this collaborative effort, we have positioned LRD to effectively support sustainable development and resilience across the Pacific region, ensuring that the plan is deeply rooted in the needs and aspirations of the community it serves.
